Bit of a puzzler here and it involves a scooter Shocked
On another forum someone owns a brand new scooter that is legally his and he has a CoC and the v55/1 was also given to him at the time of purchase.
Unfortunately for various reasons it didn't get registered and,in the meantime, the euro regs have changed so he can't register it as it' s a TWO Stroke Sad
Looking at the regs under the MSVA if the vehicle is under 10 yrs old and doesn't have a CoC it should be eligible??
He may misplace it lol
The manufacturer has gone bust a couple of years ago (LML) so in theory if he can't obtain a CoC would it be eligible for the MSVA??
I know probably the easiest option would be to either rebuild it into an already registered frame or sell it for parts but it cost £2500 and has 8 miles on the clock.

I don't think you can blag it's a custom bike for MSVA unless it has some dramatic mods.

Nothing missing it was purchased from a dealer but due to delays of several months it never got registered.
It's a standard LML( vespa) 2 stroke and it's the fact it's a 2 stroke that is the problem as euro4 came in while it was still in storage and now it's not legal to register as a brand new machine and get a number. It's not an import it was lying at a dealers unsold.
I just wonder if the owner, who has all the paperwork, didn't have the CoC would it then qualify for an msva and maybe get an age related number of app 1 yr ago or however it works??
After all if you import a used foreign bike 2 stroke or otherwise all you need is a dating certificate if you don't have the CoC. Obviously you would need a NOVA but that doesn't apply in this case as it's a genuine UK imported machine.
It doesn't have to be a custom to go through MSVA. All you need is the CoC as that says it conforms to eu standards and also shows the date of manufacture but that is the problem as it no longer conforms.
If it was imported and for some reason he couldn't produce a CoC eg the company no longer existed then it could possibly be registered under different rules.
There are plenty on ebay etc that were pre registered to avoid all the new regs so it's nothing dodgy.
It's the owners fault for not registering it sooner but he was unaware of the changes and he now finds himself with a brand new scooter that he can't legally use.
He is falling through a crack in the regs. lol £2500 less well off.

Could you not argue that it was manufactured before the Euro 4 regs came in? Vehicles can sit for years at dealers (hello! McLaren)
