Scenario: You're currently in Germany and have a channel tunnel booking. You ride from Germany, over the border to France, stopping once in France at a petrol station and fill up using "pay at pump", you do not get off your bike, remove your helmet, or mix with any people.

You arrive at the Channel Tunnel terminal and you ride through and wait sitting on your bike, helmet on, and board the train. You arrive in the UK.

Do you have to quarantine for 14 days?

It seems straightforward from your indicated document:

Private vehicles

You don’t need to self-isolate if you travel through a non-exempt country and you don’t stop in the country.

If you do make a stop, you don’t need to self-isolate if:

no new people get into the vehicle
no-one in the vehicle gets out, mixes with other people, and gets in again

You do need to self-isolate if you make a stop and:

new people get into the vehicle, or
someone gets out of the vehicle, mixes with other people and gets in again

I'm not sure how anything is proved here. According to what Reiju said, you don't. But arriving from France, they are going to have your details.

So the corona virus police come along 5 days later and you are out shagging the local bike. But I never met anyone while I was in france officer. PROVE IT PUNK, £1000 fine please.

Now i have no idea if that scenario is valid, but it sounds good.
