If I went downstairs to Mrs stinkwheels 2000 CBR600F right now, I would put the choke fully on and push the start button without me even getting hold of the handlebar and it would fire up within a couple of revolutions and settle to a fast idle.

I did have some trouble with the fuel pump recently, points had got stuck. Also the pre-bent, varying diameter fuel line split as I was taking it off which caused a real headache. This wouldn't cause the issue you describe though.

I find myself wondering if the needle positions are correct.

Again, this is what I'd expect from a bike like this.
I'm thinking like you at the moment...

I think the range of variables presented in this thread shows that it could be many things. It is likely that someone has fiddled with the carbs in some way in the past.

You need a benchmark to work from. This means working out what jet sizes are in the carb, making sure the needle position is correct across all of them, and making sure the mixture screw is set the same for all of them.

Just because it was standard when you got it doesn't mean it has always been standard. I always return my bikes to standard when I sell them, and sell any other bits separately. A noisy exhaust rarely increases the sale price of a bike, and will always sell on its own.
