Or invested in their infrastructure taking into account the changes to the worlds climate using money, from, I dunno, taxation.

A couple of interlinks on the grid to nearby states would have prevented the issue in the first place, but that would be investment in infrastructure again.

Most of the other states manage it. You don't need an interconnect to all the other states, just to the two or three that you border with.

The electricity is sold from the generator on on one side to the supplier on the other side.

It's not difficult. It is, actually, just standard supply and demand.

That's correct.
