R6 compression nut

I rebuilt my fork seal/ changed them and also changed the bushing

I was very picky with oil level so all good however my compression screw on bottom of fork is very stiff on one side and only clicks 3 times whilst other one is around 10’clicks

Any advice?

Also rebound seems identical to me whether damper is all the way in or out
