Think these would make an appreciable difference to the weather protection, or are they simply cosmetic?

The only way to know would be to try it. I'd guess mainly cosmetic TBH. Most of the wind protection comes from above that area anyway in general.

It will not make any difference. A bigger screen and hand guards will.

Might have an effect on how cold your knees get, but I wouldn't expect much more than that.
