I think you're absolutely right. But I would go further and project that they're actually central to the way urban planning will work. What may surprise us all is a multitrack Britain - parallel societies (private ownership and socialised) living in Britain at the same time, only short distances apart. I think, to a great extent, petrol motorcycles already weigh heavily into the private ownership track. They are no longer a means for common people to transport themselves around. This means that CBT, registration, insurance and tax (a lot of tax) will all continue to be a part of the private ownership track. However, I simply don't see any of these things making any entrance into the realm of escooters and ebikes. Those things will belong to the socialised track and will be completely exempt of all requirements, probably used as a system of incentivised rewards and punishments (dare I say "social credits"). Parallel.
