I was wondering this when Formula 1 turned up last season in Qatar (and Saudi Arabia). I'm not sure if they ignore the likes of Lewis wearing rainbow helmets for the benefits; using sport to promote the country and build a post-oil future, or they're genuinely interested in improving the rights of women/gay folk (I presume the former).

In a lot of quarters they reckon there is going to be some nasty shinnannigans in Qatar during the football. a huge amount of football fans and a police force, that while not specifically a religious force, are certainly very draconian in their thoughts.

Qatar retains the death penalty, primarily for espionage, or other threats against national security. Apostasy, same-sex intercourse, and blasphemy are also considered capital offences, They aren't that keen on drunken supporters either.

It's a dark age society of which I had my fill when at sea.

The same thing was said about Russia with Racisms during the world cup there and nothing happened. I think people generally know how to be accommodating and behave themselves when you're staging an international event.
