The issue:

My scooter bogs out and has a horrible flat spot between slghtly open throttle and fully open.

Things I've done:

I have tried both the original (clean) air filter and an aftermarket cone filter, happens with both.
I have recently renewed the exhaust baffle (to get through MOT).
Fresh fuel and oil checked.

Question:
Does anyone have an ideas what could be causing the issue?

Sounds to me like a carb problem. I'd clean the carb thoroughly and try again. Do you have a fuel filter? What state is the inside of the fuel tank (assume it's steel), i.e. any rust/gunk? Has the bike been sat unused for any period of time recently?

In my hast to get the post... posted.. I forgot to add that it is a brand new carb and fuel filter.

The tank is plastic. The scooter has sat for a while, but it has fresh fuel and has been ridden a few miles now following passing the MOT.

But the almost binary power delivery is a bit of an issue, it goes, then lags, then gets power when you open the throttle. When in traffic or basically not WOT, it stutters

Brand new carb... any old carb or one specifically for this scooter, i.e. with the correct jetting?

the carb was ordered online and the speedfight 2 was listed as compatible model. I assume it has the correct jetting (I know one should never assume...)

Why did you replace the carb in the first place? Were you the one who left it parked up or did someone else?

It has been a project bike of mine for some time. It has been started & runs pretty regularly but because it didn't have MOT I couldn't (legally) test ride it out on the open road.

Now it has MOT I have been on a few rides and noticed the bog. I replaced the carb with a new unit because the on the old one I noticed that the inlet pipe for the oil feed was actually broken so I was concerned that 2T oil was not going in (altho it probably was).
