What are weird reflective blobs on bike reg plates?

I just remembered my ZX6R has one of these reflectors courtesy of an MOT years ago. Subsequently I cut a larger reflector down to size so it would fit in a space under the tail light. It’s just wedged in there and I wasn’t sure if it would stay in place. In the meantime I forgot to remove the small round one (which I always thought was on the wrong side, it should be on the right).

The ZX6R has that. Twin bulbs though, so if one blew there would still be rearward-facing light. If it was a single you’d lose tail and number plate illumination. Maybe that’s a consideration.
