While custodial sentences feel like the right thing to do. It does very little to to prevent re-offending.

So while jail fulfills the public and victims need to see punishment carried out. It only actually protects the public while they are in jail.

Not really.

You have to send them to jail for the benefit of the victim and the braying mob but you have to use non-custodial interventions to change behaviour and protect the public.

So automatic minimum jail terms for the populist vote. Considered and planned intervention (which may or may not include a custodial portion) for actual rehabilitation, public safety and value for money.

Same goes for most crimes in fairness. For example, I used to pooh-pooh sending young offenders off on outdoor training camps instead of locking them up but I have a friend who runs a third sector outdoor training program. Its for young offenders who have been given a custodial sentence for low level/antisocial crimes. His program is a court mandated alternative to jail, effectively a suspended sentence dependant on them attending and participating in the program. You take the piss, you get recalled to finish your sentence. They have a 70% reduction in re-offending.
