When I had to upgrade my setup for video editing, I focused on a strong CPU and lots of RAM, essential for handling 4K/5.2K videos smoothly. I went with an Intel i9 processor, 64GB of RAM, and a high-end NVIDIA graphics card to make sure I could edit without lag or needing proxies. Storage was also key, so I included a couple of NVMe SSDs for my active projects and large HDDs for archive storage, fitting your need for up to 7 SATA drives. I built my PC through a custom builder online that let me pick exactly what I needed.

Additionally, using https://www.movavi.com/ for video editing helped me a lot. It's really optimized my workflow, making the editing process quicker and more efficient, which is crucial when dealing with high-resolution video. This setup, combined with a reliable video editor like Movavi, should meet your needs perfectly.

The last few years the video software developers make the most of your video card for heavy lifting to render any effects.
RAM is still important but basically a good gaming PC will be Ok for working with video.
