my wench bought a Liv road bike a few years ago but since retiring in spring of 22 the bike has been sat in the garage unused.

Cleaning and lubing shifters, chain, wheel bearings and checking the bearings and various parts are properly tightened. Adjusting the shifters as necessary. Check brake pads for wear. Maybe give the wheels a true-up or at least a check.

Not sure what sort of bottom bracket they have, many are sealed these days so just need to be not loose.

Yes bikes need maintenance, how much and what will depend on how the bike has been used.

Calvin Jones will show you how to do stuff. https://www.youtube.com/@parktool/videos

Preventative servicing is preferable to fixing stuff when it breaks or stops working properly.
