The VPN service like this that I know of is iPredator which is a VPN service from thepiratebay.org. It is a paid a service but it does not cost much.

Yes, it will work with anything you do on the web. As long as you are active, anything you do/download will seem to have been done from their IP and not yours.

It depends what sites you download from...
Stay away from public ones (demonoid, piratebay etc) and peerblock should serve you well.
Quite a few private sites block public vpns (and ipredator etc).
Peerblock is also pretty good at blocking ads & banners too...just keep it updated.

I think you need vpn software to access Torrent and for downloading. In my opinion HMA will not allow to being anonymous and for downloading purpose, the best VPN Provider for Torrent is VPN Tunnel.se. It gives UK and UK IPs not much costly the price is $6.71 per month.
