If you get banned can you still read BCF and just not login? Or is it totally blocked?

Depends on what level. If it's the user ID, then you can still read it, but not participate. Nothing stopping you setting up a new ID, but if you were an arsehole before, chances are you'll still be an arsehole.

If it's by your IP address too, then it depends on whether you have a static or dynamic IP. I'm guessing that a range of IP addresses can be banned too, but then if you get one moron from (say) AOL banned, then you've also banned alot more people that way.
