I tried to de-restrict my NSR on the weekend, as I had printed off your instructions and gone round my mates garage (he's got loads of tools and a trained mechanic as a brother).

We took the exhaust off and drilled the welds so the disc/flange is loose.....but the disc lower down will not come out! Mad Its definately not welded and it does move about half an inch but seems to get caught on the bend of the pipe DEFINATELY not the welds which have been filed off? Any ideas, as the bend seems to be too tight to yank it out???????

At the mo, ive banged it back in so it dont rattle but I really want to get this sorted this week. Do ya reckon I could drill it out?

BTW the guide is top class. Very Happy

This happens to some bikes, basically it's a case of the restrictor getting jammed solid against the pipe's inside.

I don't know if this is something Honda have done to stop people de-restricting the bikes (doubt it) or just a random fuckup with the metal. Your best bet is to keep pulling, poking, filing and drilling at it until the restrictor comes out. If that fails and there's no way on god's earth it'll come out - your only choice would be a whole new performance system (£200 or so) and getting rid of the old one.
