Why would anyone need a permit to ride or drive on a public road.
Hypothetically...

There is an offense of "Racing on a public highway." . There is not a specific definition but I have heard that six or more riders riding as a group with no designated leader could be considered as being 'racing'. It would have to be proved in court though.
I have never heard anything about a permit for such things. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. That's when you find out everything you want to know.”

I'll add the caveat that since all this draconian antisocial behaviour stuff came in, you could be issued with a notice requiring you to desist from one form of riding or another on the whim of a copper. Maybe just because he is having a bad day. He doesn't have to legally justify it and if you contravene the order, they can confiscate your bike. ____________________ “Rule one: Always stick around for one more drink.
