Why would anyone need a permit to ride or drive on a public road.

Hypothetically...

Would you need to get a permit to drive if caught in traffic, how would anyone know whats the traffic and whats the 'convoy'

There is an offense of "Racing on a public highway." . There is not a specific definition but I have heard that six or more riders riding as a group with no designated leader could be considered as being 'racing'. It would have to be proved in court though.

I have never heard anything about a permit for such things.

I'll add the caveat that since all this draconian antisocial behaviour stuff came in, you could be issued with a notice requiring you to desist from one form of riding or another on the whim of a copper. Maybe just because he is having a bad day. He doesn't have to legally justify it and if you contravene the order, they can confiscate your bike.
