Tools > Options > Security tab > Change Automatic Download Settings

You may need to play around with the zones (just above the automatic downloads button), change it from restricted site, to internet. See if that makes a difference.

Is this your issue?

Here's the solution from MSKB, beware that you need to edit your registry to do this, any probs gimmee a shout and I can probably create a .reg file for you.

I've added allowances for jpg, jpeg, gif, zip, rar, and exe files in there, if you need anymore extentions added then let me know and i'll update the reg file.
