The police are very busy running Black Flag operations so they can shut down the protests outside the Britannia Hotel.

All sorts of people commit crimes but it's not in the State's interest to apprehend, prosecute and sentence non-natives to the same extent. Might discourage channel crossings and if there are no crossings there are no boats and no need for a government contract to ship them back to France.
