I agree with Nath don`t worry. Last year 3 of us were in France, Italy and Swiss on GSX1300R, FJR1300 and a ZX10 none of us had deflectors on our headlights and none of us were flashed by annoyed car drivers.
We also had police in an unmarked car have a jolly old look at the bikes whilst we were re-fueling. |

in a nutshell you don`t need headlight adjusters in Europe on a bike
theres a pdf download on the AA website which details the requirements for each european country
