1999 rs125 help

couple problems,

1-once the bike is warmed up if you open the throttle fast it splutters and cuts out, is this to much air in the mixture? and if so how do i turn it down?

2-spark plugs keep going at least once a month , costing a fortune now what could this problem be? and im using the right plug acording to the manuel.

3-bike will only do 80mph are there any restrictors and where?

4-bike randomly cuts out while riding for no apparent reason.

please try and answer my questions if you can i really need help

like brken burnt out i think, bike stops starting untill i replace the plug

Its proberbly oiling them up.
Are they black ?? or a nice brown colour ?
