if you're using windows? tracert/tracroute should give you an idea where the host is based. The top-level domain of the destination routers should at least clue you in as to which country/company/isp manages the address.
Another way is to use whois to find the owner from the relevant address authority (RIPE for EU, IANA for US etc) to get the contact details of the IP address owner (not necessarily the same as the actual user).
Alternatively, you can just use https://www.ipaddresslocation.org/ to do all the donkey work for you, but that wouldn't be any fun. |

https://www.dnsstuff.com/ for finding out registered information about IP ranges, ie who owns them.
Use nslookup from a command prompt to resolve to a "friendly" name. |
