I've seen pages with backgrounds on that stay stationary and the page scrolls over it, i hope i explained that correctly.
Example, Myspace....how do i get a background?

html isn't really my thing, but I think it's a watermark. I seem to remember that once-upon-a-time it was an IE-only modification to the body tag, but it might be part of the dhtml standard by now. I'm pretty sure I've seen it work in firefox and mozilla anyway.

Not 100% sure about your description but I think I get the idea, you want to place a background image that is static while the page sites over it?
If so you can do this a couple of ways, either by creating the html page and containing the css within the page or my preferred method is to set up a seperate css page. Depending on the placement you will need to either use relative or absolute positioning. You alse need to bear in mind if you are using a static image that it needs to be small enough not to piss people off - basically the rule of thumb is never go more than 750px wide to allow those still using 800x600 resolutions to be able to view it without scrolling (or if you get fancy with css you can have it load up different resolution images depending on the users display setup)
