as i am a learner i ordered a new 125cc bike for the time being but its unregistered when i get it registered is it leagle for me to ride it to the place for the plates to be made and fitted to the bike? keep in mind i will have already fitted l plates by then

No.

The only exception that I'm aware of is for riding it to a pre-booked DVSA MSVA test (yes, those are real acronyms).

Get the bus, order online - eBay sellers don't give a stuff about seeing the VRM allocation document - or be lucky.

I wouldn't go out without a numberplate on. I ordered one off eBay last week cost £10 came in about 2 days. Showed no docs or anything. Not worth the hassle of producing v5 and or ID.

there is a world of difference between riding without a displaying a number plate, and riding a bike that is not registered

I've ridden without number plates several times, albeit unwittingly, when I've lost them green laning.

I'd likely get a moaning at and a sort it out

wheras slapping a number plate of ebay on an unregistered bike could drop you in a whole world of shite?

Yes I kind of assumed that op's bike had a registration mark already and just the physical plate was needed, but I suppose it's not 100% clear from the post, is it?

Arrow Buy unregistered bike from bloke who assures you that it'll be no trouble to register it, mate, piece of pie, pal.
Arrow Obtain and send off V55/4 application for a first registration along with phat staxxx of doxxx and mad $$$ to DVLA - now that they've closed most of the regional offices for our convenience.
Arrow Time passes. OP sits down and starts singing about gold.
Arrow Hope they don't have blasters call it in for examination.
Arrow Within 6 weeks (!) receive a V5C showing the assigned registration number.
Arrow Get plate made up.
Arrow Winter has cominged.

him next door re-built an old J-reg scooter in his living room, now DVLA want to Q plate it, cos they say the wotsits don't match the oojymaflips -

I built a kit car in my follacious youth. In those long lost days of yore, pre SVA test, a nice man from the DVLA (may have been VOSA) would actually come out to your house to examine it, complete with clipboard - but (hard as this is to believe now) no hi-vis vest.

He glanced at the car, looked carefully at my completely honest build report, said "You know, if you'd listed just a few more parts from the main donor, I'd have been none the wiser and you'd have got the original plate," then STAMP! gave it a Q plate.

A very valuable lesson was learned about the merits of honesty.
