Park on the tarmac parallelogram which is outlined by tar. It should be anywhere between 1-5m before the lights. It's right where the ferrous metal sensor is buried

I have the same problem with the traffic lights when I'm coming out of uni, I either have to hope a car is leaving at the same time or dice with death crossing when hopefully theres nothing coming  |

If there's a pedestrian crossing, reach over and press the button. Should make the lights cycle.
If not, phone the council roads department, explain the problem, tell them exactly where it is and ask them nicely if they can turn up the gain on the sensor. Then send them a copy of what was discussed in writing 'for reference' (judging by your post, I'd suggest you get someone to check your spelling and grammar first) .
They are almost certainly not aware this is a problem so it's a bit unfair to whinge about it until you've given them a chance to rectify the fault. Yup: look for the sensor that's in the road surface and stop on top of it - even if it's a couple of metres away from the stop line.
Some are very bad at picking up 'bikes, so if yours refuses to change then tell your council highways department. In theory they should be able to detect bicycles too.
Also, some lights are set up to detect specific vehicles only. When I was working in Portsmouth there was a set of lights that was designed to detect buses only. Anything else would trigger the sensor, but there was a "penalty delay" of eight minutes on it to stop people driving through the bus only bit. Trouble is, the buses got stuck in the queue too  ____________________ Change is inevitable - except from a vending machine.
