Rieju RS2 Matrix headlight problems

Hi,
I am still very new to the world of road biking (being only 16).
I own a Rieju RS2 Matrix 50cc bike. 16500kms, 2004 reg.

The reason for this post is I have a problem with my headlights.
Full beam is fine, but when i switch it to dip beam the light goes up in the air rather than down on the road!!

I took the right side fairing off to see if I could simply unscrew the bracket holding the headlight and rotate it. However I could not do this because the bracket has grooves that only allow it to go on one way.
I tried rotating the bulb but had no joy

I checked the lights, and the blue bulb (show in pic) is for dip, and the headlights are for full. Is this normal? or did the bloke i bought it off set it up wrong?

Any help would be greatly appreciated.
