how to restrict a kawasaki er 5?

my son has just passed his test so he can ride up to 33hp so we are looking at what is available.
the ER 5 doesnt look to bad a start for him but can it be restricted? were do i get the bits ? how do i get a cert to say its 33 hp ?

Think its simply washers between carb and cylinders.
As to where, local dealer, ebay or one of the many online retailers.

If you get via a dealer they should provide a cert.

Pretty much any bike can be restricted, here's a link to the company with a monopoly on 33bhp restrictors...
