You mainly need:-

front & back lights inc brake light etc
All indicators
Horn.

Agreed. Unless it was originally designed for road use you have to add to the wiring loom, and that will be a pain in the arse.

It needs to pass an MoT and possibly an SVA as well - all depends on the Bike in question and its history.

You could make it easier and have a Daytime only MOT which will save fitting a lighting coil and loom if the bike has no battery.

Q - I have heard you can apply for a daytime MOT, what is it?

A - It is not necessary to have lights or a rear reflector fitted to be eligible for a daytime MOT, except when it is foggy. You should make it clear at the MOT test station prior to the test and, providing the bike passes, the certificate will be stamped 'daylight use only'.

However you do need a Horn, Registration number, Tax and insurance. Not sure on SVA test.

DVLA will issue a numberplate, for a fee.

Not sure where you are quoting from there but a rear reflector is still a requirment for a "daylight only" MoT.

Don't know how old it is...... Embarassed

Personally, i'd buy a road legal enduro bike. It's cheaper and will be more friendly on the road.
