My dads got a Vivacity and so has my uncle. Both are 2006 models and both have never had forks replaced.
My dads has done about 9000km and has probably been washed twice in it's life.
I've never heard anyone say the forks seize up, they will be fine.

I've heard it a lot, go and ask on a scooter forum.

There is a way you can un seize them easily - i think.

Anyways, search on here: www.pug-club.co.uk
