Yamaha DTR 125 RPM Problem! Help please!

Yamaha DTR 125 won't rev past 7000 RPM!
The bike was working great until last week, Is the powervalve not working? It's a full power, All YPVS, DEP, ETC , the bike is all setup correctly, Has lots of compression! But when riding will start spluttering like it's electronically restricted, CDI is fine as was working fine before last week!
Has 170 ATHENA so doesn't rev as high anyway, It feels like the powervalve is not opening, Was woundering how I should check it? Or any ideas!
