Tbh, I think its something akin to putting something in brackets. You use small letters when it something you want to subtly draw attention to, and make it the point of what you were talking about.

A logical explanation would be the size of writing is comparitive to the volume the poster would talk in.

So little writing would be a sentence in a whisper
And big would be shouting.

Making it easier to communicate what one is trying to say Wink
