tzr 125 wont rev past 8000rpm!!!!!

my 1989 trz 125 seems to have a problem. in 1st gear it will rev all the way to redline but all the other gears it seems to be limited or something to 8000rpm. it just bounces off 8k.

it as a powervalve fitted. ive heard it may be an electrical restriction or somthing by clipping wires but i dont know!!!!!
can anyone help please
