Hi
My understanding is that a full car licence from before that date gave you a FULL moped licence, and so you could carry a pillion on it.
That quote reads to me that the provisional motorcycle entitlement (from a car licence) does not allow you to ride a motorcycle on the motorway or with a pillion.
That said, inexperienced rider on a slowped witha pillion sounds like a recipe for disaster.
