Did you empty the old fuel out of the carb ?

Either way it sounds like the carb is blocked.

so when he gives it some gas ir just dies ? ? ?

well i had a quad that i left in the garage fr about a year and one day it rained hard and i wanted to get muddy so i tryed to start it but the batterie was flat next day it was still raining so i jumped on and it started but as soon as i gave it some gas nada it tured out to be a blown exaust gasket and as soon as i got it a new one it was back to its old self

the scotter might not have a broken gasket in the exaust but its worth a look

I might be completey wrong but at least i tryed

Thats what a carb looks like generally.
Although somethings like fuel line might be differently placed around on it.
