In particular Australia.

If the wife was to complete the CBT would it be recognised when in OZ or would she have to ride a proficiency test again when there?

Not sure what a CBT gets you but international licensing information here https://www.rta.nsw.gov.au/licensing/newtonsw/international_riders.html

Not in Europe so probably not in Australia.
