Putting in zxr400l restrictors

Hey all, me and a mate were attempting to put in the restrictors to his zxr400l. He has the washers. Where exactly do they fit? We removed the airbox, but were unsure whether to remove the actual carbs as well. Do they sit between the carbs and the head?
