Not sure if I think he should have spotted this one a little earlier and been able to miss it but you can't see enough I think to make a judgment.

Car shouldn't have been in the middle lane going really slow with no indication when turning right to go 2 lanes.

Biker, however, should've seen this way before.

Both at fault but I think the driver more so as it was a stupid move.

Edit: Just saw he was indicating. Still think it was a stupid move though.

Well I reckon the biker was at fault, you should be able to stop in the distance you can see to be clear. And if you drive into someone else it's usually your fault, no matter how stupidly they've behaved and this driver was behaving stupidly.
