doenst hold anything have seen a few picture where bike seem to have reflectors on the side of it but seem a big bit of metal just for that???

dont be silly craig. its a U-lock holder.

the only bike i've ever seen with fork mounted panniers is a harley-d MT350e - army bike.

going by the shape its a U lock holder, they often come with holders and disk locks have little carrying pouches instead.

little U lock, for using on discs or spokes

I wouldnt have thought you'd hang a U lock on your front wheel.
