hehe you beat me to it - just read this on the manchester evening news site.

was always wondering how they were going to explain away the fact that one of the ways of reducing congestion was included in the congestion charge.

at least its one ikkle victory for bikers, but there is honestly not one single person ive spoken to in manchester that thinks this charge is a good idea so lets still try and get the whole thing booted out!

Just those proposing the charges indulging in a little divide and conquer. Get the charges in and nothing to stop them adding bikes to the list of those who get hammered in the future.
