It looks like a Minsk engine but they usually put shrouded forks on Minsks.

I vote for a Voskhod Rolling chassis with a Minsk Engine in. They did a special edition of the Minsk (marketed in the UK as a Regent) for "offroad" use which consisted of something along those lines. I seem to recall one of the main features was it came with Dunlop tyres.

Bet it'll run if they put fresh fuel in.
