I have a cb1 400 and when the radiator fan switch packed in i hard wired the fan to stay on all the time to avoid overheating. The upshot was that when i tried to start the bike the fan was drawing too much current from the battery so wouldnt start. (would start ok with a push start or jump start). I would recommend getting a meter and measuring the current drop from your battery when you try to start. With the fan on my bike dropped from 12v to 6.5. Without the fan it only dropped to 10.5. If the current drops too much you have a power drain somewhere. Unfortunately that pretty much sums up my knowledge so i cant help any further lol. Good luck with it.
