I'd really like to get my work to try using Scuttle for internal website-knowledge sharing.

I'm just wondering if I can install it to my computer so I can trial it a bit first, set up some bookmarks, then show people to try and encourage early adoption, without having to get IT resource to install it to our network/server.

Any idea how I would do this?

What you probably want to do is get a package that does mySQL and PHP in one and configures IIS for you.

You can install IIS from Add Remove Programs > Windows Components > tick Internet Information Services. You'll need your windows CD.
(I'm presuming you're on Windows 2000/XP/Vista.)

Then install php and mysql; not sure of the specifics, but you should be able to get a package that will do it all for you in one pretty much. It's not too bad to install both seperately and do the minor bits of configuration needed.

Webserver on a stick. Installs apache server, php, mysql and whatever else you choose in one easy, bog all configuration required package. On a stick, if you desire.
