Carb icing occurs at low temperatures, but not when very cold. What happens is that the temperature of the carb is cold enough that it freezes the water moisture in the air. When it gets too cold there is not enough moisture in the air to cause a problem.
To be honest it would seem entirely possible for "carb icing" to occur with a fuel injected bike. Indeed possibly worse as going from the pressurised fuel system out the fuel would absorb heat. Countering that is that the fuel is injected under pressure and that the injector (and the cooling it causes) is after the throttle.

They are, but not really any particular reason why icing couldn't occur with a fuel injected engine.

Worst conditions seem to be just above freezing when it is foggy.
Is that silkolene stuff any good or waste of my dosh??

First symptoms are inability to idle. Likely as it gets worse it will have problems at progressively higher revs. My old FZ750 would refuse to run under 4000rpm and would about double its fuel consumption. Problem would occur with any running at any real speed. Tended not to occur at low speed (30~40 would be fine, but the issue would start within a few minutes of reaching an NSL road). Would clear after a few minutes at low speed (such as caught in traffic, didn't really want to try filtering with it playing up like that).

To be honest either could suffer. I have had it on a 125 2 stroke (although not that bad, the exterior of the carb was covered in frost), and I would suspect the CBR6 would be fairly easily prone to it.
