Stupid question, how often does a tubed tyre inner tube need changing?

Not a stupid question if you don't know ... that's how we all learn!!

As long as the tube is holding air and the valve where it connects to the tube looks sound then reuse ... if it's got lots of puncture repairs then I'd replace it as a new one is pretty cheap

I change mine if I get a puncture (had patches fail before so don't bother now except in emergency) and if rust appears where the valve is attached to the tube, as these can start to leak.

I reckon I get an average of about 30,000 miles to a quality tube.

Change it when you get a puncture. They seem to last forever without degenerating. I have used tubes over 20 years old. I run my tyres with a compound called "Slime" in them that stops punctures in the lurch. last time I changed a tyre there was evidence of two punctures but the tube had stayed up. I just dumped the tube and fitted a new one and filled it with slime.
