The Telegraph link below the story has video showing no hands for almost 5 seconds.
Maybe they think standing up is dangerous.

I have a nice downhill section near me where if so minded I can ride almost two miles with no hands on bars. Tut Tut

I remember when I used to have one of those kids microscooter things when I was younger. I used to ride round like that all the time, thought I was well cool. I guess this guy just thought the same.

I'm sure there is more history to it than this article alone.

Either the Police decided to be very harsh and deal out the ban.
Or
A more likely scenario, this kid is a repeat offender with a long history of being cautioned.
Besides, would you want this kid passing his test and advancing his "stunts" on a larger CC ? Laughing

Least he had the decency to get himself recorded, so this can be laminated on the internetz Wink
