Precis drivers in the UK who cannot produce a valid UK address and or foreign people who drive on UK roads and commit a road traffic offence will be fined up to £900. On the spot ....

Sort of what they do in Spain and France when I had an encounter with the police.

Although generally is seems a good idea , I predict clauses and amendments into this system that allows police to persecute innocent drivers and try to plug their budget deficits with such 'charges'.

*note its not actually a fine since its a case of paying a 'deposit' until it goes to court to get around the fines can only be imposed by a court thing.
