My gilera storm has been having a massive issue with steering since someone tried to nick it, they tried breaking the steering lock but didnt manage it but did fuck my steering at the same time. I have fitted new handle bars but has not made a difference. The handlebars are lined up fine but the thing still does not handle properly. Going round bends and corners is painfull. Whats the next step I should take?

Take it apart, find the broken/bent bit and fix it!

Lift the front wheel and see how free the steering is, it should flop easily from side to side until it hits the stops, my guess is it will be stiff. The most likely culprit will be whatever is left of the steering lock pin will be jammed in it's chamber and catching on something. Next up will be the steering rod is bent or the bearings knackered

When it hits the stops the handlebars and front wheel like unlign themselves? And make the problem even worse. My front panel also has one screw holding it on which is rounded off badly so i cant get it out?

Sounds like whatever is holding the handlebars onto the steering stem in knackered and will adequately explain why it won't go around corners, you'll need to take it apart to get a closer look. Stuck bolt is standard faire, search the forum for plenty of suggestions on how to get it out.
