I want to declare the 33 bhp, but none of the sites I'm browsing allow for it - it's either full or provisional - if I say I've a full license, am not lying, am I?

It is a full licence. You will have to declare you restrictor kit as a modification.

I had a similar problem. I think going through AA insurance using AXA was the cheapest I got, and it asked if my full license was restricted. Bonus as you don't have to phone and declare.
