I agree with sickpup above. Worth bumping it up the next rung in the appeals ladder.
From what I gather most appeals are at first rejected then when actually moved higher up are accepted. Not saying that's every case (or even yours), just what's on the grapevine.
Given that you haven't anything to loose by appealing (should revert to original charge if failed) then just do it.
Sickpup's grounds for appeal also apply. If the permit was not on the bike who is to prove the parking officer didn't remove it. Not saying they did, just can't prove it either way. Only real proof would be if you had a picture of the parked bike with the permit attached.
