I'm guessing it's to ensure at least a basic competence in riding a bike - i.e. you know how to start/stop/change gear etc

However, having said that, on the first trackday i went on, there were people whose level of competence was severely in question - to the point where i wondered whether they held a licence at all!

If you have held a licence but are serving a ban, do they let you on track?

If you've been banned then you'll have had your license taken by the courts, trackdays you generally need to show your license when signing on in the morning.

If before you were banned you contacted the DVLA to get a copy of your license claiming you've lost yours, then you could have one license to hand into the courts and a copy of it to hang onto to use for trackdays.

Both trackdays i did at donington, not once did they check my license or the gear i had Laughing
